3% top step raise details
CalHR has released an official pay letter detailing the implementation of the 3% top step raise effective as of July 1, 2013.
The top step raise will go into effect immediately for all supervisors, managers, and confidential employees who have been at the top salary step in their classification since July 1, 2012.
Excluded employees who have been at the old maximum salary rate for less than 12 qualifying pay periods shall receive a new salary anniversary date based on qualifying service [qualifying service towards the 12 qualifying pay periods shall be in accordance with DPA Rules 599.682(b) and 599.687].
There are some key exceptions to the general top step salary increase:
- CalPERS & CalSTRS
CalHR has specified a list of classificaitons within CalPERS and CalSTRS that will NOT receive the scheduled 3% top step increase. These classifications are listed on pages 52-53 of the pay letter. Your ACSS is discussing these ommitted classifications with CalHR to ensure excluded employee rights are not being violated.
- M01
CalHR has approved a SPECIAL SALARY ADJUSTMENT for Class Code 7500 Career Executive Assignment (CEA) as follows. Effective July 1, 2013, the CEA classification series shall be adjusted by increasing the maximum salary rate of each CEA level by 3%.
- M06 & S06
Classifications listed on page 37 (M06) and pages 40-41 (S06) shall receive a 4% top step raise, subject to POFF retirement category, effective July 1, 2013.
- E97, E98, and E99
Classifications listed on page 43 shall receive a 4% top step raise, subject to POFF retirement category, effective July 1, 2013.
