Statement for Delegate
My name is Steven Combre. I have been in law enforcement for over 29 years. I have worked for the Riverside County Sheriff’s Department and Murrieta Police Department. I began my career with the State of California in November of 2007 as a Investigator with the California Department of Alcoholic Beverage Control. While employed there I became the Vice-President of our Association (Union) California Alcoholic Beverage Control Agents (CABCA). I served in this position for 3 years until my departure in July of 2015. In July of 2015 I joined the California State Lottery as an Investigator. In April of 2018 I was promoted to Supervising Lottery Agent. During this time, I discovered ACSS and attended meetings for Chapter 514 in San Bernardino County. Shortly after attending a few meetings, I became a member of ACSS. In 2021 I was elected to be a Delegate for Chapter 514. In 2020 I was promoted to a mid-level manager position at the Lottery and in February of 2022 I was appointed as Assistant Deputy Director of Security & Law Enforcement by Governor Gavin Newsom. I am ready to assist Chapter 502 as a 2024 Delegate. Thank you for your consideration.

I'm running for Chapter delegate because I believe in the power of member organizations. As a former job steward and a member leader for SEIU Local 1000, I've seen firsthand the difference we can make when we stand together. We've fought for safer working conditions and a stronger voice for all workers. As a chapter leader, I recognize that we face a critical challenge: member engagement. Too many workers are not actively engaged. This weakens our collective power and makes it harder to achieve our goals. That's why, if elected, I'll focus on two key priorities: 1. Increasing membership: We need to reach out to every worker in our chapter. We need to make our members feel welcome, valued, and empowered. 2. Hello, I'm proud to be a member of this association. I've had the pleasure of working alongside dedicated and capable association officers who took time out of their day to improve the lives of our members. If elected, I'd do my best to meet that standard. I believe integrity is essential. Integrity requires that our association follow our established rules and that we conduct our business with transparency. I am the leader who will serve with integrity, include ALL voices, consider ALL ideas and bring people together to forge the path forward in the difficult times ahead. I have a passion for helping others and have been putting others first for most of my adult life. I understand what my duties would be and take this opportunity very seriously. Furthermore, I will work to strategically adapt to challenges, while ensuring we continue to prioritize areas that have the greatest impact for our members. Likewise, I have learned the importance of the union to maintain a fair and equitable work environment. I believe that knowledge is power. My name is Bill Feigles and I am seeking the position of Delegate for ACSS Chapter 502. I have over 35 years of management and executive-level experience in both State service and the private sector. I am an experienced public speaker and possess excellent presentation and communication skills that I will exercise in representing the chapter’s membership. I have the experience, personality, drive, and work ethic required to make myself a reliable and effective conduit and advocate for our members. In addition to my professional experience, I earned Master’s Degree in Business Administration from Pepperdine University and have lived in El Dorado County for nearly 30 years where I am deeply involved in community and charitable activities. I have lived a life of service to my job, my family, my church, and my community and would be proud to continue that service representing Chapter 502 as a Delegate. Thank you.

My name is Bill Feigles and I am seeking the office of Secretary-Treasurer for ACSS Chapter 502. I have over 35 years of management and executive-level experience in both State service and the private sector. I possess excellent financial and analytical skills and have developed and managed strategic plans and budgets for decades. I have the hands-on skills, experience, personality, drive, and work ethic required to make myself a valuable asset for our chapter. In addition to my professional experience, I earned Master’s Degree in Business Administration from Pepperdine University and have lived in El Dorado County for nearly 30 years where I am deeply involved in community and charitable activities. I have lived a life of service to my job, my family, my church, and my community and would be proud to continue that service working on behalf of Chapter 502 as your Secretary/Treasurer. Thank you.

I joined the State of California in 2013. Since then I have interacted with SEIU gaining an understanding of how they operate and their benefit to rank and file staff. I was assigned as a temp-Manager during a short period and then accepted a permanent SSM I position. I joined ACSS because I wanted the support and understanding of other Managers. To know how they handle or have handled specific issues only management will understand. I have found that and more. I would like to be a Delegate to represent my chapter (502). My name is Ruth Green, and I reside in Placer County. I currently serve as Association of California State Supervisors, the Chapter 502 Vice President and a Delegate. I also previously served the Chapter 502 Secretary/Treasurer until one was appointed. I am a modest state worker, such as yourself and it has been an honor to serve the people of California within my various informational technology and managerial roles for more than a decade, in addition to serving my community as a volunteer, and within my capacity as an ACSS officer and delegate over the last term. Moreover, as a 502 elected representative, I advocate for the interest the members I served; and if reelected I will continue to do so with honesty and integrity. Thank you for your consideration.

3.Increased Meeting Attendance: Last year, our chapter meetings attendance grew significantly, and we’re eagerly anticipating continued growth.
4.Strategic Planning: As Chapter President, I actively participated in formulating the new ACSS Strategic Plan, adopted in December 2022. My contributions were instrumental in shaping ACSS’ current purpose, vision, and goals.
As delegate, I represent the entire membership, speaking and voting on your behalf. Advocacy for positive changes benefiting excluded employees is my priority. My name is Jason Stacey. I have been a Court Reporter for 9 years, and I am the Chief Hearing Reporter for the California Public Utilities Commission. I have been in my supervisory role for two years now. My experience has taught me that teamwork and collaboration are paramount in achieving a common goal. It is essential to listen to as many different perspectives as possible when discussing a topic because I have faith that the right mixture of ideas from multiple people is generally the correct and logical path forward. I leave my ego at the door when it comes to any leadership role I assume but am confident in the decisions I make and actions I take. I'd be happy to help the ACSS in any way I can and look forward to assist in progressing the organization.
