On March 11th, 2026, ACSS members met with Legislators at the Capitol to discuss important issues affecting managers, supervisors, and confidential state employees. Lobby Day 2026 was a resounding success. Thanks to the dedicated members who attended, representing all ACSS members, our presence was visible, our message was strong, and our voices were clearly heard!

This year, we urged Legislators to support AB 1729 to maintain flexible telework schedules for all State Employees. AB 1729 would retain the existing policy that every state agency shall develop and implement their own telework plan as where telework is identified as being both practical and beneficial to the organization. The implementation of AB 1729 would save tax dollars, reduce emissions and road congestion, and help the state recruit and retain key staff.  To learn more about AB 1729, click here.

ACSS also continued to lobby for the resolution of salary compaction. Salary compaction is the unfair and unfortunate circumstance in which state supervisors and managers are paid the same or less than their subordinates working for the state. Despite ACSS’ ongoing efforts to address these salary compaction issues with CalHR, dozens of classifications of supervisors and managers still make less than their subordinates.

Lawmakers listened to our messages and acknowledged our concerns.

ACSS thanks the attendees who helped make Lobby Day 2026 a huge success. Over the years, we have worked hard to make our presence known and we have successfully established ourselves as a well-recognized association that lawmakers pay attention to, thanks in part to the efforts of members who volunteered their time to attend Lobby Day.
