AB 1729 – ACSS-Sponsored Bill to Maintain Flexible Telework Pending in Senate

On August 3, 2026, ACSS-sponsored Assembly Bill 1729 (Lee) was heard in the Senate Appropriations Committee. The Senate Appropriations Committee passed AB 1729 and moved it to the committee suspense file where it will be heard on August 13, 2026.

At the January 31, 2026 meeting of the ACSS Board of Directors, the ACSS Board voted to sponsor legislation to maintain flexible telework for excluded employees.  On February 5, 2026, Assembly Members Lee and Hoover introduced Assembly Bill 1729.

Staff Services Manager Series Class Titles to Change January 1, 2026

The State Personnel Board approved the class revisions in August 2025 and CalHR is now ready to implement the new classifications. On January 1, 2026, the classification title changes for the SSM series will take effect.

CalHR Releases Excluded Employee Pay Plan 2025-2026

The CalHR letter reflects salary increases, personal leave program amounts, Other Post-Employment Benefits (OPEB) prefunding retiree healthcare contribution changes, and vacation/annual leave cap increases for most excluded employees for the fiscal year beginning July 1, 2025.

ACSS Meets with CalHR Over Salaries and RTO: RTO Pause Obtained for Many Supervisors and Managers While the Pay Plan Comes Into Focus

CalHR confirmed yesterday, June 29, 2025, that the RTO delay until July 1, 2026 will apply to related supervisors and managers “subject to operational needs as determined by departments.”
