SSA increases for employees related to the nine-SEIU represented bargaining units are being implemented on December 21, 2023.
CalHR issued a series of Pay Letters implementing the 3% General Salary Increases and many Special Salary Adjustments (SSA) effective July 1, 2023.
We still await the implementation of the salary increases for excluded employees related to State Bargaining Units.
Open Enrollment for health, dental and vision coverage started September 18 and ends October 13.
Governor Newsom signed legislation approving new labor agreements for 13 of the state’s 21 rank-and-file bargaining units and including funding for excluded employee salary increases.
ACSS continues to meet with the Department of Human Resources (CalHR) to discuss pay and benefits for the state’s supervisory, managerial, confidential and exempt employees.
ACSS’ message to the Department of Human Resources (CalHR) has been consistent and clear – CalHR has a statutory obligation to set salaries for excluded employees and salary increases are needed.
On July 11, 2023, CalHR published Pay Letter 23-23. While the pay letter reflects welcome salary increases for some excluded employees, it also reveals that for most supervisors and managers, CalHR has yet to determine the pay plan for the 2023 – 2024 fiscal year.
Governor Newsom released his May Revise of the proposed state budget on May 12, 2023. The 2023-24 budget proposal contains a few highlights of importance to ACSS members:
CalHR and the Department of Finance have authorized the Excluded Employee Leave Buy-Back Program for 2022-2023.
