Assuming Gov. Brown maintains his promise to excluded employees, a top-step increase of 3% will go into effect on July 1, 2013 and show on the August 2013 pay warrant.
However, the 3% increase only applies to excluded employees who have been at the top of their pay scale for 12 months.
Employees who have not been at the top of their pay scale for 12 months as of July 1, 2013, will receive the 3% increase on their appropriate MSA date.
Therefore, if you receive your last step raise on July 1, 2013, you will then receive the 3% top-step increase 12 months later, on July 1, 2014.

ACSS Vice President of Governmental Affairs Frank Ruffino was recently appointed by Gov. Brown to the California Board of Chiropractic Examiners.
Ruffino, the Community Partnership Manager at the Richard J. Donovan Correctional Facility, has been an activist and leader with ACSS since promoting in 1988.
"Right after I promoted, I went to an ACSS board meeting," said Ruffino.
"I saw the value ACSS provides to every state supervisor and manager, and I've been involved ever since."
Ruffino will join six other peers on the statewide board, the mission of which is to protect consumers from fraudulent chiropractic practitioners.
"In the simplest terms, I'm a consumer advocate," said Ruffino.
"I will make sure the public interest is put above the private interest."
For now, at least, it appears that Gov. Brown will honor the previously negotiated 3% top-step raises for supervisors and managers starting July 1, 2013.
The Governor's proposed budget includes a section which states:
Significant Adjustment: Current Labor Contracts and Excluded Employees - An increase of $502.1 million ($247 million General Fund) in 2013-14 for previously negotiated top step adjustments and health care benefit contribution increases for active employees. For most employees, the adjustment offsets the ongoing higher contribution for retirement costs previously implemented.
